Havok vs sersi, node 35

Just used havok vs sersi on node 35 in expert war map. Sersi is a global defender and havok is a global attacker. Both have the tactic active.
The node started fine applying a heal block on sersi by havok when she had 3 debuffs. But then part way through the war fight the heal block stopped applying.
Nothing in the attack tactic description says that heal block stops applying when 3 or more debuffs are on.
Additionally, this doesn’t appear to have anything to do with Sersi and her transmutation buffs which lessen the length of heal block. The heal block stopped applying before she ever got a single transmutation buff.
I have this recorded and can provide it if need be. But you should have enough based on this description to test it.
