Who should be my next r4?

Should i rank up Herc and he'll be my 3rd r4 cosmic or should i rank up my first r4 mutant?
tbh. i feel like AA is good at r3 already. i like apoc but he is unduped.
What would you do?

Who you play > class. If you play Herc a lot them rank him. If you play Apoc a lot them rank him (he doesn't need to be duped)
