Torch bug - visual or not?

After using torch’s pre-fight when I jump into other fights I keep seeing a lot of pre-fight charges but can’t use them. First fight after using it, it showed 16 charges. Second fight after is the picture attached at 33 charges. It keeps going up but I’m not able to activate pre-fight still so not sure if it would ever come back or what.

    It's not just visual. I've gotten up to 48 persistent charges. Well above where the actual charge would automate based on sig level. Torch, and others I've heard of are not working as they are supposed to.
