Should he be banned?

My friend has two devices, a mobile phone, and a tablet at home. One day, an ally reminded him that he hadn't deployed any defenses yet. He used a tablet, and later played AW on his mobile phone, and today he was banned. Is this reasonable?

You can't be banned for that. He cheated. Period
Unless hes placing his champions on defence in lets say Europe and then somehow magically logs in from USA to same account he will get banned for account sharing.
If he wasn’t sharing account that means he was hacking
However, just having two devices at home shouldn't be a banable offense, just as having two accounts on the same device isn't. If he was banned, it was probably for something else. Since Kabam doesn't tell you why you're banned, it can be hard to know what you've done wrong. It's even harder to know what you friend was banned for.
However, he'll be back in the game soon enough. If he isn't, well, then he got banned for something serious anyway.
The ban wave happened yesterday mostly targeted cheater Legends of incursions. And those bans have nothing to do with multiple devices. I use 2 devices too.
Cheating in videos games are bad and that account has well deserved ban, hope you.. i mean your “friend” had a good lesson and will not cheat again.

Every single banned comment/post, yesterday and today, in most Line chat groups or posts in the forums are done against Incursion cheaters.
Its a fact and not a hypothesis that I made.

But find an experienced and honest player to disscuss this situation, They will tell you the same.
Cheaters can be skilled to.
Many skilled youtuber + cheaters have been banned. Having skills doesn't mean they can't cheat.
Cheaters cheat no matter their skill and that is my Stranger Friend is one of the truths of life.
Your friend can raise a ticket with Kabam support. There is a very slim chance that the suspension/ban was unwarranted and could be a mistake, but it is far more likely that your friend was doing something they’re not willing to admit (or perhaps don’t know/think is wrong) and Kabam’s actions are rightful.
There’s no grace for cheating to be found here on the forums and when people come in with excuses (like using 2 different devices) it is often either a poor attempt at trying to hide the nefarious behavior they were banned for or they are simply unaware that their actions are against ToS because they never bothered to read and understand them or they think their actions only affect them and not the whole of the player base. Regardless of knowledge or intent, breaking ToS is wrong and can and should result in bans.
Tell your friend to reach out to support. They can review individual accounts there and determine if the ban is correct, including giving details on why it took place. Then you’ll know the truth.
I know people want to trust their "friends" but as others have said, I can pretty much guarantee he is either lying to you or leaving out a really big piece of information.
