This all comes down to what you need to do in the game.

If you need vol 3 of Carina.. Herc

Hulking is a much better champ in BGs as @Iamnike said (defense and offense)

If you need act 8 done, both can do that, non factor

Only because Herc is plenty good at R4 and Hulkling has dual use.

Herc still rules for questing though.

I voted Herc because he can do pretty much all content but on second glance, Hulkling probably benefits more as Herc doesn't really urgently "need" the r5

I recently just did 8.2 (less then a week ago) and vividly remember Hulking steamrolling two of the quests by himself and multiple boss solo's, plus as others have said he's one of the best BG champions granted Hercules is still insane for Eternity Of Pain and Carina's Challenges.
