Monthly event chapter 2 cost 4 energy and chapter 3 cost 5 energy,is this bug or changed?

Changed, it was announced on the live stream.

Fewer nodes, higher energy cost. Completion is around the same but full exploration is slightly cheaper I believe.
I was surprised how much it impacted the lower tier levels - but this was announced.
