first off why is sandman not immune to sand if hes made of SAND…

As an answer, how about: both Dust and Sandman both have similar powers allowing them to adopt a multi-granular physique, and to psychokinetically control that physique.
Both champions are equally able to interfere with the other's psychokinetic control; much like Professor X fighting Emma Frost, despite both being telepaths:
Professor X can Mind Control Emma Frost, but Emma Frost can Taunt Professor X; and if they're sitting on a Mixmaster node, each of them can read the other's mind to prevent Evasion.
