  Sand and dust are both granular materials, but they have some key differences.

  Not to mention that Sandman released first. Why would they make him immune to something that wasn’t even in the game yet? Maybe down the road they’ll add the immunity, but not right now.

  Forget Sandman: why isn't Dust immune to Dust's sand debuffs?
  
  As an answer, how about: both Dust and Sandman both have similar powers allowing them to adopt a multi-granular physique, and to psychokinetically control that physique.
  
  Both champions are equally able to interfere with the other's psychokinetic control; much like Professor X fighting Emma Frost, despite both being telepaths:
  Professor X can Mind Control Emma Frost, but Emma Frost can Taunt Professor X; and if they're sitting on a Mixmaster node, each of them can read the other's mind to prevent Evasion.
