Wrong AW map?

My alliance is tier 3, which has been the challenger map for every recent war, but now all of a sudden we are on the expert map? We lost the last war as well, so we definitely did not jump a tier.

The alliance you're facing is a tier 2 alliance and the matchmaker did a coin flip and landed on the expert map. This is why you fill out the BGs in both the map above, and below where you're at.
