is angela's sig broken? how is she getting nullified by buffet?

why is sig 200 angela with 3 odin prefights against defenders with no ability accuracy reduction getting nullified on buffet nodes when the fight starts? was it always like this or a recent change? is there an order of operations that can explain it?

Always been that way, buffet triggers before Angela has the buffs to reduce the ability accuracy. Really is just an order of operations thing in the code that creates that funny interaction.
