“Relic Items Are Not part of The Reward Budget”

Given kabam has stated that relic items are not part of the regular reward budget and hence do not replace any reward (ie they are only a bonus), why is the direct analog of the titan shards in the valiant selector relic items for the two progression tiers below it?

Also implying that crystal shards and rank up materials are analogous . Hmm so every rank up gem is a 7* crystals I didn't receive.

Cause not all people have all relics silly!!
I think its cause its a way to storage embers in a better non expiring manner
