  Some champs can avoid attacks without activating the precision buff, yes. Silk is one; the other buff immune science champs as well.

  Have you made it to 6.2.6 and don't have it unlocked, or are you just curious?

  Whoa, I think I misunderstood the question. If you’re asking can some champs avoid getting hit without having the dexterity mastery unlocked, I have no idea. I thought you were worried about triggering the precision because of buffet or some other node that punishes buffs.

  Yeah champs like Dazzler and Spiral can "dex" without the dexterity mastery.

  Yea , m at 6.2.6 and have it locked. I think champion wont die till i dex his specials.

  I mean i do evade and all, bit i guess it needs to register as a dex, only then the charges come off

  You can avoid specials without dex, but you can't avoid projectiles. For The Champion, you have to trigger the dexterity mastery against his specials, not just dodge them. You need to unlock dexterity for that fight.
