Is juggernaut working properly?

I’m fighting annhilus in epoch of pain with an awakened juggernaut, but he doesn’t seem to gain unstoppable. He used to get those when he was unawakened. Is there a known issue?

Uhhh you're doing Epoch and you're not aware Juggernaut can't go unstoppable when his gem is disabled? Lol sorry it's just funny.
When his gem is disabled he can't go unstoppable, gem gets disabled when a non-damaging debuff is placed on him, Epoch Annihilus places a lot of stiffles on you.
