4* Vulture Cutoff?

Does the 1-10% sound right for about 3 mil?
With Taskmaster back again as a featured champ i dont really see Vulture being highly wanted.

Vulture is one of my last 4stars that need to be awakened so I will be going for him, hopefully it will be >2.5M since T4basic is running too
