Kingpin's description says if his debuffs and rage equals to 8 he enters overpower mode

By debuffs does that mean the ones he inflicts on opponent like parry-stun, black iso etc or the debuff the opponent inflicts on him?
If it is the debuff he inflicts, then how does he place 8 debuffs or does he get overpower when the number of debuffs he's inflicted throughout the fight equals 8 (the debuffs count/increment after they expire)

    No. It means debuffs against him. It works like tenacity.

    Yeah it’s debuffs on him, which make him kinda useless as an attacker, unless you’re planning on picking up debuffs a lot.

    It is a good solution on paths in quests where debuffs are unavoidable... A4, A5, some AQ lanes

    Makes him pretty good against void though, and if you have suicides.
