Potential sentinel bug

Ok so with every other person like loki or nodes like unbockable specials only the first hit is unlockable. So how come with sentinel when he gets above 40 charges the entirety of his special is unblockable? Is this a bug? If not, why so?

    Kingpin's specials become entirely unblockable when he has his Overpower buff.

    Two thoughts on it:
    1) The specials are evadeable, so it doesn't really matter if they become unblockable
    2) You can avoid making them unblockable by managing the charges/rages of each champ.

    its a not a bug if you read their abilites you notice and states when they gain 40 charges all specials are unblockable
