Jake Gallows, proud member of the Public Eye Police Force had his life stolen from him one fateful day in 2099. Left for dead with his family murdered in cold blood, Jake discovered that if he wanted retribution, he’d have to handle it himself. His ruthless approach and top tier training eventually caught the eye of Hydra, and Jake was placed in charge of the Ministry of Punishment, where his punishments have only grown more severe and frequent.

Base Stats & Abilities

*All stats based on 4 Star, Rank 5, Level 50, Signature Level 99

Health: 14,900
Attack: 1,154
Max PI:
Without Signature: 3675
With Signature (99): 4746
Character Class: Tech

Nano-Tech – Charging

The Nano-Tech Battery begins the fight with 25% of its max charge.
Every 5 seconds, the Battery triggers a recharge.
- If the opponent has 0 Buffs, the Battery recharges 6%
- If the opponent has 1 Buff, the Battery recharges 4%
- If the opponent has 2 or more Buffs, the Battery recharges 3%

Nano-Tech – Automatic Effects

- Opponent activates a Regeneration Buff – 20% of the Battery is drained to infect the opponent with nano-inhibitors and Heal Block them for 8 seconds. This Debuff automatically reapplies itself if a Regeneration Buff is still active when it expires.
- Punisher 2099 drops below 10% Health – the Battery is drained entirely, allowing Punisher 2099 to Regenerate 29.8 Health over 10 seconds for each percent drained.
- Punisher 2099 lands a Heavy Attack – 15% of the Battery is drained to Stun the opponent for 1.5 seconds.

Nano-Tech – Overdrive

- When the Battery hits 100%, it immediately goes into Overdrive and continually drains. It also cannot recharge until it is drained entirely and switches back to recharge mode.
- While in Overdrive: Punisher 2099 gains 17.31 additional Attack Rating for each remaining percent in the Battery and his attacks cause his opponent to gain 90% less Power.

Special 1: Excessive Force – A vicious pistol whip followed by a barrage of hot lead shows why Jake still relies on good old fashioned gun-powder.
- Punisher 2099 momentarily switches his battery into Overcharge mode, gaining 16% charge over 8 seconds.

Special 2: Crowd Control – A burst of fire from his assault rifle and a grenade to the face will disperse any target.
- 20% of the Battery is drained to activate Auto-Targeting. Auto-Target attacks cannot trigger a Passive Evade and gain 857 additional Critical Rating.
- Grenade Launcher: 100% chance to Armor Break, removing 2000 Armor Rating for 10 seconds. If the Battery has at least 10% charge, it expends that amount to double the duration of the Armor Break Debuff.

Special 3: Final Deletion – You have been found guilty of assaulting the Minister of Punishment. Your sentence: Disintegration.
- 50% of the Battery is drained to Disintegrate the opponent, dealing 2308 Direct Damage over 10 seconds and reducing their Power Gain Rate by 90%.

Signature Ability: Retribution 2099

A last-minute upgrade to Punisher 2099’s arsenal allows him to begin each fight with an additional 15% charge in his Nano-Tech Battery and also gains a new Nano-Tech Automatic Effect.
- Opponent hits max Power Meter – 50% of the Battery is drained to drain 5% of the opponent’s Power and Power Lock them for 8 seconds.

Synergy Bonuses

Punisher (Classic) – Cross Training [Unique]
- Punisher 2099: Begins the fight with 20% Power Meter.
- Punisher (Classic): +20% Fury and Bleed Ability Accuracy

Captain America (Classic) – Loyal Minister [Unique]
- Punisher 2099: Begins the fight with 15% additional Battery charge.
- Captain America (Classic): +15% Attack while the opponent is Fatigued or Stunned.

Thor – Believer [Unique]
- Punisher 2099: The first use of the Nano-Tech Battery is immediately recharged.
- Thor: +10% Fury Potency

Unique Synergies
Unique Synergies are new to The Contest with Punisher 2099. These synergies only provide benefit to the Champions using them and cannot stack with other copies of themselves. If a player already has a Loyal Minister synergy active with a four star Punisher 2099 and a four star Captain America, adding a three star Punisher 2099 for another Loyal Minister synergy will not provide any additional benefit.

Recommended Masteries

Cruelty
For increased damage output, Punisher 2099 is best off using his Special 2 or Special 3. Because of the large boost to Critical Rating provided by his Special 2 Auto Target, Punisher 2099 gains a large damage boost by investing in this Mastery.
Collar Tech
Combining the effects of Collar Tech with Punisher 2099’s Overdrive or Disintegration effects can effectively keep the opponent Power Locked throughout a large portion of the fight and reduce the need to bait out the opponent’s special attacks.
Strategies, Tips, and Design

The largest boost to damage that Punisher 2099 receives is from his Overdrive mode. While at 100% Battery, the total Attack boost is around 150%, making it one of the largest single attack boosts in The Contest.

Careful use of Punisher’s three special attacks is key to maximizing his damage and utility.

Against opponents where you might need to use the Battery a lot for Heal Block or Power Lock, use the Special 1 buff to keep your battery charge high throughout the fight. If your Battery starts getting too high and you don’t want to risk going into Overdrive, simply use a Parry and a Heavy Attack to reduce your charge quickly.

Against opponents that Evade a lot, try using a special 3 right as you cross over into Overdrive. The massive damage boost will remain through the entire special attack and will even boost the damage dealt by the disintegration effect. Additionally, because you are in Overdrive, the opponent will gain very little power from receiving a Special 3.

Using a Special 2 while in Overdrive is good, but not as good as using a Special 3. Because the cost to activate Auto-Target happens immediately, you’ll lose 20 Battery before the first attack has a chance to deal damage. Instead, use Special 2 as a means to finish off an opponent that has an Evade or powerful Armor Up ability.

Punisher’s Regeneration when he is low on health is not meant to be a powerful Arc Overload type effect. It is meant to provide Punisher with a small survivability if he drops too low on health. At max Battery, this ability provides around 20% of Punisher’s max health. As you get low on health, try activating more Special 1 attacks to keep your Battery up. This will guarantee you gain more health if you drop too low, and will also ensure you have enough power to use your Signature Ability if things go wrong.

The "Unique Synergy" thing looks kinda cool, is there a chance we could get one or two of them on older, and not as powerful heroes? Also maybe an increase in the max synergies a champ can have? (4 currently)

How much % is drained per second?

    2 Questions:

    How long does Overdrive last?

How long does Auto-Target last after SP2?

Which [nano-tech] "automatic effects" can repeat and which cannot? Please make a short outlining list please. This is of reference to when punisher is able to gain enough battery to do the effect again

All the fighters should gain at least 1 or 2 Unique Synergies. It would encourage building teams around different fighters if they enhanced each other distinctly.

A few have something like this, like Black Widow and Quake, or Venom and Carnage. Hopefully this gets retroactively expanded.

    Couple of thoughts:

    - Regen is super bad. At 99% charged if he drops under 10% health he'll regain 2,950hp, which is 295 per tick. That's 2 medium crits, not the kind of survivability you state it is.
    - Prestige is not that good.
    - 1.5s stun after heavy is not enough to start chaining a new combo, especially if people you're up against have Limber 5.
    - Attack rating in overdrive is 1731 at 99%, which is ok but if it's lasts for a short time will prove to be medium to low useful, only on 2-3 hits.
    - Will be really unsable against targets with a decent amount of buffs (for example SW) as it will take a lot of time to charge up.
    - Again, another slow tempo champ that needs to charge up (looking at you Carnage)
    - SP2 and SP3 seem really decent. I see a Spidey counter there in that SP2.
    - Unique synergy tjing seems really interesting but will limit his usage in parties other than with those champs.
    - Auto target is not specified how long it lasts. If it's bellow 5s in that time you could possibly not land a single hit with it on.
    - Will need a specific playstyle. Worked with Quake, we'll see here.

Overall, 6/10. Potential is there but this is agame where time is of the essence (arena, AQ, AW, dailies). I don't know honestly until I test out, so far, I'll reserve myself towards him because there are better and there worse techs.
  • 2 Questions:

    How long does Overdrive last?

How long does Auto-Target last after SP2?

Overdrive doesn't have a specific Duration, while in Overdrive you lose 1 Charge every 0.5 second until you run out of Charge. During this time Punisher 2099's base Charge gain is disabled, but things like the Overcharge Buff from the SP1 will still work to offset the drain.

Auto Target only effects his Special 2 and does not last after.

All of them can trigger multiple times per fight. If this is in reference to the Heal Block Re-Trigger mechanic, that is specific to Heal Block.

  • Surprised there's no champs he is weak against, or strong against.

Thank you for the reply. Also, Punisher's regen is listed in the [nano-tech] automatic effect---does this mean it can work more than once in the scenario that you are at below 10% hp and you use up all your battery to gain more hp(to be above 10%), and after the regen when you start gaining battery again you get hit, will then the regen trigger again? I've tested it out before and it seems like no, the regen can't trigger more than once---can you confirm or deny this Mike?

Why is his attack so weak? Like carnage? Lol. What does his battery power?...a laser tag gun?

So I'm trying to understand, after 12.0 you guys said new content would be adjusted to reflect the changes...5.2 showed that wasn't accurate...so a way to tackle this new content is to release champs with weak attack like swimming noodles carnage and laser tag gun punisher? I think pillow fists Luke Cage has higher attack.

Seems like the Tech version of Phoenix. High stats when built up but takes too long to get there. Too low of stats at the start of a fight to be of use in AQ or AW.

    "crazy" and "massive"??

i had him 5/50 and awakened already.. i ve been testing him since. he is not bad at all but he is MEH..
His gameplay smooth but there are lots of strategies going on with him. Heavy, sp2, sp3, spam sp1(my vote). He has it all but none of them is great tho.
Once you hit override spamming sp1 is pretty cool. You can go most likely 1 minute till batteries goes down to %50. Good damage output. NOT CRAZY or MASSIVE. Againts winter soldier, i tested him with gwenpool so the numbers are (without any synergy and no suicide) both 5/50

    Gwenpool: medium crits - 1410 light crits - 904 medium normal - 450 light normal - 289 sp3 - 4405
    2099: medium crits - 1224 light crits - 785 medium normal - 427 light normal - 274 sp3 - 3863
    2099 (override mode battery 99) medium crits - 2836 light crits - 1818 medium normal - 980 light normal - 590 sp3 - 8673

Thats not what i call MASSIVE or Crazy for 8673 damage cap with sp3. for 5/50 ofc.

Other strategies like heavy is pretty cool. If you awakened him u start with %40 battery and it makes you start fight with 3 heavy with stun and mllllm combo.

sp2 armor break is another option it makes you hit hard for 10 sec. And it definetly doesnt do CRAZY or MASSIVE damage.

My favorite gameplay sp1 spam you can spam sp1 to gain %16 battery. it makes the battery countdown stop for 8 sec. So if you have powergain synergy you could spam infinite in override mode. But dont forget %10 power gain is still gain. You eventually end up with baiting opponents special and cry for batteries goes down. And guess what He is new brand MAGIK KILLER. just stall her for 50 sec.

Btw dont even consider he has regeneration.. Maybe it would be ok if it applies each time he hit %10. but 1 time %20 total (Max Battery) regeneration is not even close to be ok.

Punisher 2099's regen only triggers once. Is this a bug or is it only supposed to trigger once (if so then his regen should be greater)

@Kabam Miike you said all abilities trigger multiple times per fight. Can you please confirm whether his regen triggering only once is a bug or not

Just fought mordo and it only stopped his power meter from hitting full once.

It says drains 50% of the battery.

Is that 50% of a full battery or 50 charges OR 50% of what you have?

Ie you have charge of 20 it should take 10. Please clarify @Kabam Miike

if thats the case then it should read 'takes 50 charges' not 50%

@Kabam Miike please have the team fix this up ASAP
