Are sp3 active in Acts 4 and 5?

* Are special 3 attacks active in Story Quests, especially Acts 4 and 5?
* When it doesn't say "Third special is active..." should I assume that it's not active?

Some parts not all bro. But whenever it doesn't say that, the special 3 isn't active.
