Did they nerf Magik's Sp2 power lock?

First off if this discussion is already on another thread I would like to apologize for my laziness. Did they nerf Magik's special 2 power lock from 100% to 85%? Until recently every time I connected with her special 2 I ALWAYS was able to power lock my opponent.

    It's always been 85% chance. But it's 2 hits so 2 85% chances

    It’s always been 85% on each hit. So you have a 2.25% chance to not power lock but still 100% to power drain.
