Why aren’t old useless champions fixed by now? Respin?

Colossus and SIM and vulture and pretty much every 2015 are broken, bad and useless in today’s content. Why can’t they be buffed so those of us who continue pull these champions can do something with them? If you don’t plan on making them viable, let us respin or trade them in for a new crystal. Thanks!
