    If you spend money you can get tons of 5* shards... so your claim is baseless. Furthermore, Level is increased through quest exploration, so someone not (yet) exploring quests 100% and focusing instead on progressing through the acts, on arena or AW will get more 5* shards with a lower level. There are many ways to approach the game and you can’t assume everyone has followed the same path as you.
