They've already been added to allaince quest completion reward milestones. It's only a matter of time before they hit sa as well.

No, Summoner Advancement is based on who puts in what. You put in the Points, you earn the Rewards. Whether people spend to do that or not, it's still Quid Pro Quo. You put in the Points, you get what you put in.
