Psylocke Psi-charge and powerlock bug

It says that psylocke gets 1 psi-charge when she lands 5 hits on opponent but it's not working, she only gets psi-charges after her opponents fill 1 bar of power
Also, her psi-charge should power lock the opponent below 1 bar of power but he still can regen power

You didn't take the enemy to 0 power so..... yes you don't know how to use her
Doesn't "0 power mean" opponents less than 1 bar??
No it means NO power as in 0%
aren't they the same?
Nope with percentage it's 100% power = special attack 3
Without percentage it's 3 power bars = special attack 3
Or that's at least what i thought
So i think its fine as it is
