Here is a concept of how kabam can improve civil warrior. I know he is not the worst character, but cmon he is supposed to be steve rogers in one of tony's suits. He deserves to be a great character. Anyway here's the concept;
CW has a 100% chance to crit on every repulsor hit ( sp attacks and ending light).
CW gains cruelty buffs while attacking the enemy.
Similar to his current mechanic of converting temp armor to permanent ones, CW can convert temp cruelty buffs to permanent cruelty buffs that also increase his attack by a bit, by launching a sp attack.
Sp2 still has power drain but now also places a debuff that reduces power gain and also has power sting properties, lets just call it arc feedback for now.
This is all. By gaining cruelty buffs and having a 100% chance to crit on sp attacks and the last light attack, it could lead to some pretty good dmg.
