Timeout Prevents Special 3 Damage

In the final seconds of a fight, if a Special 3 is fired, which previously counted as an Attack used before time expired, the damage done is ignored. During the animation, the TIMEOUT text appears.

Yes was put into affect last month or the month before

Edit: Summoners will no longer continue to take damage when a match timer expires

So if the Special 3 does damage before 0:00, but ends after the 0:00, would the damage register?
