So I can see where Kabam is coming from with this new policy, and agree with it to an extent. I think it sounds a bit too harsh though and will probably make players more hesitant about spending money in the game, knowing that refunds may be harder to obtain in general.
The Support team really desperately needs improvement, and considering the amount of money that Kabam makes (we can assume it's a lot, probably COWhale contributes to a month's salary of 10+ employees maybe?), Kabam can do A LOT better than right now. Why is it that whenever I see a comment of yours, you are always bad mouthing that Youtuber?
I've had several friends that have bought items, were double charged. Reached out to support who said no refunds and then disputed the charge (because they paid double for 1 set of items) and then got 30 day ban for it when they were actually the victims in being fraudulently charged. So how does that work?
This isn't some crazy idea that Kabam just made up either. Many games will straight up ban you if you either reverse in-game purchase charges or refund them from mobile app stores.
Although the announcement doesn't state this, I believe this policy primarily addresses app store refunds. Because of the mechanics of app store refunds, Kabam cannot remove the items paid for when the app stores issue refunds in a consistent manner. As such, the "discrepancy" they mention in the announcement exists. If you go through Kabam support itself, they have the ability to resolve issues with in-app purchases more directly (whether they do or not is a separate issue: see below).
In regards to the UK Consumer Rights Act, the Act only specifies that consumers have a right to "remedy" and refunds only when the purchase was defective in certain specific ways. Going through the app stores to get a cash refund without allowing Kabam to reverse the transaction would not be consistent with the rights specified under that Act. If you go through Kabam's support and they refuse to remedy or refund, then you'd have the right to challenge that under the Act.
While people have been able to execute refunds through the platforms, the possibility of action from Kabam has always been there. I agree with you, in that receiving a refund without returning said Items is fraudulent. It seems to me that what they are doing in effect, is instituting an insurance policy to prevent this from occurring. Rather than removing said Items, they are creating a negative balance that must be cleared before making purchases again. All things considered, I think it's a smart move.
You saying you used the items on a bugged fight isnt a talk about REFUNDING. Its a talk on compensation. Bugs that cost you items have always been COMPENSATED with items- not cash. Save for a few instances when apple will step in. You buying items to use on bugged content doesnt entitle you to the money back, it entitles you to the items you spent back.
Same stuff with war. They changed it, we spent items to get thru the content so that we could practice the map. Then they change the map to make it much easier. Any compensation to alliances that spent to get thru the impossible content? Nope. Suck it up buttercup. I have lost a couple long time members because of this stuff. People who played for years have quit the game because of these blatant cash grabs.
If people are getting refunds through Apple and Android maybe Kabam should be looking into making sure their game is working before they put it out to the public, or giving adequate refunds to players when the problems arise. Instead you get the run around from their customer support with zero chance of getting a reimbursement from them. Instead they make the general public their playtesters and put out the lopsidedly difficult content, broken content, bugged content and get mad when people request reimbursements when they drag their feet on compensation. How long ago was 6.2 bugs detected and fixed, still waiting in the compensation.
