Cull Obsidian in the 6* basic pool but not in the 4* and 5* pool?

Has this always been the way? Visual bug? I see Cull as a 6* in the basic pool. I thought he didn't become available until the 27th?

    The pools do not overlap, sometimes the 6* feature changes and adds a champion before the 5*, sometimes it is the reverse, it all depends on when the featured ends.
