No XP REWARDS in any game Events ,, WHY ??

Hello guys, I am in level 60 now, but the blue bar (XP BAR) not responding, i dont know if its normal for the game, after i played story quest in ACT 4- Chapter 4 - Devastation, seems my XP BAR stop, i cannot receive any xp rewards anymore, my XP BAR STOP UPGRADING, in any game that i have played, story and events special and daily.
For now In story quest i am in ACT 4 REBELLION - 76% , LEVEL 1 to 3 -100%,, LEVEL 4 - DEVASTATION - 18%,, ( 1.- 21% , 2. 8%,, 3. 21%,, 4.. 25%.. 5. - 25% ,, 6.- 18 % ), please help me what to do, thanks everyone !! I became UNCOLLECTED after defeating/ playing Level 4 Number 6 Culmination.
