Maybe not start with 4 persistent charges, that’s kinda strong. But starting with 1 extra persistent charge would be useful so he could have 4 charges against mutants in bgs.2 -

Adding increased combat power rate or a power gain would make his rotation much smoother. Having to get to an SP3 to reset his judgements is what I hate most about his current kit.3
