You need 40 for Uncollected, so it is logical you need 60 for Canadian/Cavalier. You should complete more story quests, it is as simple as that.5 -

Basically, you get punished for rushing through content. And that's fine, if you're Cavalier and not even level 60, then you do not deserve to have access to better rewards.11 -
