Actually they do have it. BG store is progression based for prices. Also, if you reach a point where you can't advance then where you stopped are your progression based rewards.2 -

When there wasn't AQ/AW You could level up champs using T1A. Slashed Tires Juggernaut in act 4. Arena used to have entry fees.9 -
