  At 0 temperature his incinerates last 3 seconds. Bleed reduces the duration of his incinerates by 4 seconds. 3 minus 4 is less than 0, so the incinerates apply, do 1 tick, and then expire.

  Aar in general doesn’t work to prevent miss if the miss effect(like falter or stealth mode) is already active. You need a “can’t miss” ability to bypass miss, like stealthy’s slow.
