That's what the power efficiency is for. Once you get to 2.9999 bars of power (only can throw sp3 when at 20), use sp2, then spam sp1s because of that power efficiency. If it does not kill, just…0 -

Try to knock him down a lot with specials or heavies to get rid of the tokens. Or, use someone with undermine (Scream, Gorr, Vox, etc)0
