Nah, rocket raccoon actually has really good damage. He holds the record for the Gwenmaster takedown I believe. And Ant-Man with the Falcon synergy does too.1 -

It says 7% in the description, it's more likely an error with the reader. The regen reduction from poison might mess up the damage reduction.1 -
