Tier 9 is definitely a little harder than tier 8 since buffed up was removed not only from tier 9 but tier 8 too. Apart from that yes. Tier 10 is also just a single fight (probably easier than tier 9)6 -

Yup 13 extra runs of tier 9 = Almost a featured crystal.2 -

Yes you can do tier 5 all the time but you would have to do each tier at least once to get the caskets.4 -

You do need to run tier 8 (although only once) to get to next level.4
