His buff was mid, it was great initially but they tuned it down and made it mid. As for your question yes he's the worst unfortunately, he's a wet noodle without that max sig even as a 7*.9 -

I think he meant in the sense that they melt the health bar with dot effects and their playstyle is parry heavy, not the actual utility in their kits.1
