Not technically true. If you read Guardians abilities you'd see that it says "while all of Guardians abilities are below 100% Ability Accuracy" All. Disorient only reduces defensive ab…6 -

Archangel has been affected by disorient Passives for a long time now. It's a bug that I don't see them fixing anytime soon.1 -
