I have Assassin maxed and DW at 2/5. Assassin is more useful and more powerful than DW. I would go with that one and leave DW at either 4 or 31 -

It can go either way. I've duped Miles Morales and Iron fist on an account that only has 12 5 stars. Much rather would have pulled a new champ.1 -
