In hearthstone they have what's called a 'pity' timer. If after 40 or 50 packs you haven't gotten a legendary yet, you are guaranteed one. They should add something like that in M…1 -

Just RNG. I open them 1 by 1 and gotten several 4* out of it. 2* are just more common, so when you open them 1 by 1 it can seem forever till you get something good.2 -
