Overload used to be a point of weakness: When he went into Overload, it used to be him (instead of the opponent) who took the Energy burst damage.2 -

Winter Soldier works well for anyone inflicting Shock damage: just select the Energy Resistance Down Rune; plus there's Energy Vulnerability on the Striker as well.3
