No, the debuffs themselves don't deal DoT. Void deals degen for each debuff on the opponent. This applies to parries, suicide bleed/poison and his FotV debuffs.5 -

You have to kill either DD or Elektra (IDK which anymore). The first two fights will have Starburst, but after killing the Global node it will be gone for the rest of the quest.1 -
