Actually it hasn't. They have stated, as in the past, that they will consider compensation only after they discover the reasons for the outages and fix them.7 -

Wow. I think everyone is crazy but me. I run a couple of dungeons every other day or so. I will easily get the 27,000 artifacts needed for a 5* crystal, and, when combined with the EQ rewards, 2 - 3 …1
