Leaked info says he does. I wouldn't upgrade him yet, I myself am waiting for the buff,then I'll test him out and after that decide if I want to rank him up. But the leak looks really good2 -

If I remember correctly we had these events in July as part of a Summoner appreciation. Also,kabam won't do it. They need your money you spend for potions.1
