  Have you even tried him against a villain with GR & Starky? or did you just test him on his own against Winter Soldier because then yea he's gonna suck.

  I would leave him at 1. You'll be glad you did if you ever dupe OR or Namor. Champs that actually require 200 sigs to function properly.
