There's more now for lower levels than ever before. Yes you have to progress thru story like everyone else to move up. Good news for you is it is way easier than it used to be.2 -

I think it is really close and arguments can be made for either depending on the game mode. I have a r3 Gorr and r2 Adam and use them both quite a bit.1 -
