As others have mentioned,for storm x you should chain sp3s which double your prowess gain, gives you a attack bonus on the second sp3 and also gives you more utility and removes the rng3 -

Convince me why I should upgrade my 6 star X-23? Errr... don’t? She’s got great bleed damage so she covers diss track and cavalier eq. She’s got some regeneration too but I don’t think she’s r2 worth…5
