Unless you're fighting a champ that reduces debuff/stun duration, there's enough time to heavy with max limber still. You're just slow if it's not a matchup issue.10 -

The adjustment last season was to give the equivalent score for the new system in place this season. There should be no adjustment at the end of this season3
