Blocked hit damage gets around certain protection mechanics as well. That's why a lot of people used Aegon or Corvus for the old do you bleed path in 6.2.65 -

I do agree that the progression levels should start at different tiers of the track. Matchmaking in general should be fair game after that though.2 -

I'm certainly not in favor of segregated matching at all however. I just find it amusing when people are upset that they're matching others with similar strength rosters.1
