Just incentivize having as high a ranknas possible and the situation works itself out for the most part. You'll probably still have outliers but they'd likely be very uncommon.1 -

I don't like the second point at all. I think if a lower progressed player does end up getting matched against someone much stronger they should be able to forfeit to save changes on their champ…2 -
