In aw and aq he is generally placed on a node that increases ability triggers so it’s more likely you are referring to those types of fight where regen and power gain are always triggering1 -

Flare is never gonna give you kills unless someone is an idiot and doesn’t read the node then goes in with low health champ thinking they can win. Flare is one of the easiest node in the game2
