Yup, keep maxing 4* until you've 100%'d act 5 and cleared any variants you might need a 4* for. Just be picky. Duped blade can carry you through a good amount of annoying lanes, for example.1 -

Depends on if u value dps or utility - hes like GR in that he doesnt hit hard but has a lot of utility and cool things u can do with him other than kill stuff in 20 hits2
